According to Mike Hawes, head of the Society of Motor Manufacturers and Traders (SMMT), many manufacturers are holding back on investment decisions for UK factories until the government eases its zero emission vehicle mandate.

The zero emission vehicle mandate requires manufacturers to sell an increasing share of electric cars each year up to 2030.
